The sponsor's argument

Why Jeremy Cooney says this is needed

Since the 1910's, Scouting America (formerly Boy Scouts) and Girl Scouts have been popular and important youth organizations in America. Scouting helps youth develop academic skills, self-confidence, ethics, leadership skills, and citizenship skills that carries into their adult years and benefits not only the Scout, but the communities they live in. Scouting provides youth with a sense of community and allows them the opportunity to build self-confidence, try new things, and give back to their neighbors while developing a deeper appreciation for service to others. To help raise awareness about the possibility of joining Scouts and share the program with as many children as possible, this bill would allow local Scouting America and Girl Scout members, with permission of a school administrator, to speak directly to kids in their schools about the possibility of joining Scouts. By meeting kids in a space where they already will be on a regular basis, Scouts are ensuring equitable access to their programming by being able to reach a wide range of youth with- out the necessity of needing additional transportation. This would allow for more children to hear of the local Scouting programs and encourage more to join the ranks of great Scouts in our state.

This is the sponsor's own case for the bill, quoted from their memorandum. It is not Agora's description of what the bill does.
