Purpose, from the sponsor's memo

The purpose of this legislation is to increase the availability of smok- ing cessation aids by requiring retail establishments that sell tobacco products to stock and offer for sale at least one type of FDA-approved nicotine replacement therapy. By ensuring these tools are available at the point of sale for tobacco, the bill seeks to provide immediate, accessible alternatives for individuals attempting to quit tobacco use.

The sponsor's argument

Why Nathalia Fernandez says this is needed

This bill addresses a critical gap in public health by placing life-sav- ing cessation tools in the exact locations where tobacco is purchased. While tobacco products are ubiquitous in retail environments, nicotine replacement therapy products are not always as readily available to the consumer at the moment of purchase. By requiring retailers to stock at least one cessation option and display quitting help resources-specifi- cally the contact information and logo for the New York State Smokers' Quitline-this legislation creates a comprehensive support structure at the point of sale. The bill is carefully drafted to provide retailers with flexibility regarding brand and inventory selection while excluding specialized cigar shops to focus on general tobacco retailers.

This is the sponsor's own case for the bill, quoted from their memorandum. It is not Agora's description of what the bill does.
