The sponsor's argument

Why Luis R. Sepúlveda says this is needed

This bill requires a party seeking an order to show cause to clearly specify why that party is proceeding via an order to show cause, and not another less urgent method. Practitioners have voiced their concern that some parties have applied for an been granted orders to show cause when relief was not really needed with an order to show cause. Even though the current statute states that "a court may grant an order to show cause in a proper case" (emphasis added), modifying the statute to require a showing of why such procedure would be helpful for practition- ers.

This is the sponsor's own case for the bill, quoted from their memorandum. It is not Agora's description of what the bill does.
