The sponsor's argument

Why José M. Serrano says this is needed

In 2004, Ricardo's Steakhouse was opened with a vision to blend the traditional downtown steakhouse with the rich culture of Harlem. In their 22 years of operation, Ricardo's has expanded to take over the building next door and become a staple of the neighborhood. The open kitchen restaurant occupies its original 2145 2nd Ave and, since 2021, the adjoining 2143 2''d Ave. During their regular liquor license renewal in 2026, it was discovered that the business has been operating less than 200-ft from a House of Worship, which had not been noticed during the original application or during any previous renewal. This was found due to new technology deployed by the SLA. This business, that has been in operation for over two decades, faces losing its liquor license when it expires. This bill would exempt the two parcels currently used by Ricardo's from the 200-ft rule, allowing the SLA to renew the license if all other conditions are met.

This is the sponsor's own case for the bill, quoted from their memorandum. It is not Agora's description of what the bill does.
