The sponsor's argument
Why Brian Kavanagh says this is needed
The transportation sector remains one of the largest sources of green- house gas emissions in New York State. More specifically, emissions from marine transportation contribute significantly to air pollution. Ferries, tugboats, and other workboats frequently rely on diesel-powered engines that emit greenhouse gases and other harmful pollutants that negatively impact public health and the environment. In 2019, New York State passed the Climate Leadership and Community Protection Act (CLCPA) - an ambitious commitment to a nation-leading climate and clean energy agenda. This legislation establishes a pathway for publicly funded ferries and state-subsidized ferry routes to transition to zero-emission technologies. This bill also directs NYSERDA to conduct a comprehensive study examining charging infrastructure, operational needs, safety considerations, and other issues related to transition tugboats and workboats to zero-emission operation along the Hudson River and New York State Canal System.
This is the sponsor's own case for the bill, quoted from their memorandum. It is not Agora's description of what the bill does.
