Purpose, from the sponsor's memo
Section 1. Amends the retirement and social security law by adding section 384-f which creates the Deferred Retirement Option Plan, defines eligible members for this plan, and outlines how participation may occur, adjustments to the plan should death or disability occur, and outlines payment options. Section 2. Sets the effective date to be immediate upon passing, and sets the expiration to be five years after it shall have become a law when upon such date the provisions of this act shall be deemed repealed; provided, however, that the expiration of this act shall not prevent a member who has duly elected to participate in DROP pursuant to the provisions of this act from completing the full period of DROP selected.

The sponsor's argument
Why Jeremy Cooney says this is needed
Many local municipal police and fire departments have been facing sharp declines in workforce in the past years. As more police and fire fight- ers reach retirement age, these local departments are losing large amounts of institutional knowledge. This is at the same time that recruitment numbers are low and not reaching replacement rates in most of the state. This bill is designed to allow certain municipal members of police and fire departments and/or districts who have reached their retirement date to defer their retirement, while not losing their bene- fits, and continue working to help with workforce shortages while commu- nities work on recruiting new members into civil service.
This is the sponsor's own case for the bill, quoted from their memorandum. It is not Agora's description of what the bill does.
