The sponsor's argument

Why Christopher Ryan says this is needed

New York State is facing a growing need for effective support services for elementary students with developmental disabilities, mental health conditions, and behavioral challenges. Families, educators, and health- care professionals continue to report increasing concerns among children in kindergarten through grade five, while schools often lack consistent, evidence-based guidance on screening methods, interventions, and educa- tional support. This legislation establishes a community stakeholder committee to evalu- ate evidence-based screening tools, interventions, and support strate- gies for young students. By bringing together educators, healthcare professionals, advocates, and families, the committee will help develop informed recommendations to better support children and improve early identification and intervention efforts across the state.

This is the sponsor's own case for the bill, quoted from their memorandum. It is not Agora's description of what the bill does.
