The sponsor's argument

Why Leroy Comrie says this is needed

Anecdotal evidence points to the conclusion that The New York State liquor Authority does not have equal and equitable enforcement stand- ards, with respect to certain critical criteria, including the geograph- ical location of establishments, and the demographic makeup of communi- ties. The only way we can improve the system, is to collect actionable data.

This is the sponsor's own case for the bill, quoted from their memorandum. It is not Agora's description of what the bill does.
