The sponsor's argument

Why Nathalia Fernandez says this is needed

Billboards are a pervasive form of advertising that reach millions of residents each day, including children and adolescents. Research has consistently demonstrated that exposure to advertising for tobacco, nicotine, alcohol, and gambling products increases the likelihood of use, addiction, and harmful behaviors, particularly among young people. New York has taken substantial steps to regulate these industries and mitigate the public harms associated with addiction, substance use, and compulsive gambling. However, large-scale outdoor advertising continues to normalize and promote products and services that contribute to preventable illness, financial hardship, and social harm. By prohibiting the billboard advertisement of addictive substances and services, while continuing to allow public service announcements focused on health and safety, this bill advances the State's compelling interest in protecting public welfare and promoting informed public awareness.

This is the sponsor's own case for the bill, quoted from their memorandum. It is not Agora's description of what the bill does.
