The sponsor's argument

Why Nathalia Fernandez says this is needed

Currently, if a billboard advertising contract expires and no new contract is in place, the existing advertisement may remain displayed until a replacement contract is enacted. In effect, this allows compa- nies to continue receiving free advertising. Under this bill, when a contract promoting tobacco products, alternative nicotine products, vapor products, alcoholic beverages, gambling, or sports wagering services expires, the advertisement must be removed. If no new advertising contract has been secured, the billboard must instead display a public service announcement from a state or local government entity addressing the health risks associated with those products or services until a new paid advertisement begins. This bill ensures that companies are not granted free advertising for products and services that may harm public health.

This is the sponsor's own case for the bill, quoted from their memorandum. It is not Agora's description of what the bill does.
