The sponsor's argument

Why Luis R. Sepúlveda says this is needed

This bill updates the Real Property Law section 233d(4) to state that a warrant period must be a minimum of 14 days rather than 72 hours. This would correct an oversight made in 2019 when the Real Property Actions and Proceedings Law was updated. RPAPL 749 provides that any other tenant being evicted for the nonpayment of rent is provided a minimum of 14 days' notice from the Sheriff prior to the execution of an eviction warrant. This change would bring RPL in line with the 2019 RPAPL changes made and ensures that mobile home park tenants are afforded the same rights as everyone else.

This is the sponsor's own case for the bill, quoted from their memorandum. It is not Agora's description of what the bill does.
