The sponsor's argument
Why Robert Rolison says this is needed
Public confidence in government relies on the assurance that officials are acting in the best interest of the people. Leveraging access to sensitive information for private gain should be prevented. Members of the legislature and their staff are often privy to non-public or confi- dential information such as pending legislation, budget allocations, or economic forecasts, they possess a unique and unfair advantage in these markets. By prohibiting the use of insider knowledge acquired through their offi- cial duties to bet on the outcome of future events, this bill ensures that public service cannot be used as a tool for financial gain.
This is the sponsor's own case for the bill, quoted from their memorandum. It is not Agora's description of what the bill does.
