The sponsor's argument

Why Kristen Gonzalez says this is needed

Due to the COVID pandemic, there has been a huge increase of voters using absentee ballots to vote to avoid having to go to polling places.

This is the sponsor's own case for the bill, quoted from their memorandum. It is not Agora's description of what the bill does.
