The sponsor's argument
Why Kristen Gonzalez says this is needed
An Application Programming Interface (API) is a software interface that allows two applications to work together. If an API does not support certain types of data, it can be hard for other applications to communi- cate with and work with the primary application. Open API access allows for public interest research, crisis response, public health, minimiza- tion of fraud, protection against online violence and hate speech. Allowing third parties to access a social media company's API can empower social media users by giving them tools to increase their control and enhance their user experience, such as limiting hateful rhetoric. In a world where social media is part of the fabric of modern society, data access becomes the basis of transparency and accountabil- ity. Users should be able to control their world within a platform and define and enforce their own needs, outside of a company's internal terms of service and policies.
This is the sponsor's own case for the bill, quoted from their memorandum. It is not Agora's description of what the bill does.
