The sponsor's argument
Why April Baskin says this is needed
Mr. Ronald Schultz was employed by the Erie County Sewer Authority from July 1, 2002, until November 9, 2002. He was eligible to become a member of the New York state and local employees' retirement system and through no fault of his own failed to do so. This bill would correct this error by authorizing him to apply for retroactive membership in Tier IV with an effective date of July 1, 2002.
This is the sponsor's own case for the bill, quoted from their memorandum. It is not Agora's description of what the bill does.
