The sponsor's argument
Why Robert Jackson says this is needed
This legislation serves to strengthen recruitment and retention efforts by offering incentives that encourage experienced uniformed firefighters and other uniformed ranks of the fire department to continue their public service. Keeping seasoned members in these ranks on the job directly enhances public safety, as their knowledge and expertise would provide critical guidance and mentorship to younger members of the department. Pension-related benefit costs for new hires typically exceed the pension costs associated with present-day retirees. This legislation would mitigate the impact of pension liabilities, while maximizing the City's prior investment in training and development of members to serve in these ranks, through this enhanced recruitment and retention. More- over, while reducing pension expenses that put a strain on the City's budget, this legislation would also assist in maintaining adequate staffing levels.
This is the sponsor's own case for the bill, quoted from their memorandum. It is not Agora's description of what the bill does.
