Purpose, from the sponsor's memo
Section 1 amends section 13-696 of the New York City Administrative Code, by adding a subdivision 1, to allow uniformed members of the New York City Fire Department Pension Fund and their beneficiaries, to be applicable to an escalation benefit that would increase their service retirement benefit if the calculation of said escalation exceeds the amount of the cost-of-living adjustment. Section 2 establishes the effective date.

The sponsor's argument
Why Robert Jackson says this is needed
The addition of an escalation benefit calculation that would increase a member's service retirement, if such escalation benefit amount was more than the increase in the cost-of-living index, would serve to equalize service retirement benefits for retirees in Tier II, correcting long- standing disparities with their counterparts in Tier III. The implemen- tation of an escalation benefit calculation that increases a member's service retirement would provide a fair and equitable enhancement to the retirement of Tier II members, while playing a rational and necessary role in their retirement security leading to the retention of these more experienced members.
This is the sponsor's own case for the bill, quoted from their memorandum. It is not Agora's description of what the bill does.
