The sponsor's argument

Why Pete Harckham says this is needed

This legislation seeks to provide Sergeant Nigel Barnett with retirement service credit in the New York State and Local Police and Fire Retire- ment System that he gained while working as a county correction officer prior to entering the New York State Police. Nigel Barnett was a member of the New York State and Local Employees' Retirement System from 2002 through 2006 where he worked as a Dutchess County correction officer. He then became a member of the Division of State Police where he worked as a state Trooper for nineteen years until he was involved in a fatal motorcycle crash while traveling to work. Sergeant Barnett, who received the Supervisor of the Year award for Troop F, Zone 3 in 2023, was described by Governor Hochul as a "19 year- veteran and Station Commander, he dedicated his life to service and sacrifice." This legislation would allow Sergeant Barnett's family to transfer his time with the New York State and Local Employees' retire- ment System into the New York State and Local Police and Fire Retirement System to allow his family to receive the full extent of his retirement benefits with the New York State and Local Police and Fire Retirement System that he rightfully earned.

This is the sponsor's own case for the bill, quoted from their memorandum. It is not Agora's description of what the bill does.
