The sponsor's argument

Why James Skoufis says this is needed

Since 2007, the NYSTEM program has funded cutting-edge stem cell research and positioned New York State as a global leader in regenera- tive medicine research. Since its creation, NYSTEM has attracted more than $160 million in additional grant funding, over $250 million in venture capital investment and supported more than 750 jobs across the state. Ending the NYSTEM program will damage the State's reputation as a leader in scientific research and cut off an important pipeline for ground- breaking research, attracting world-class scientists, and generating innovation.

This is the sponsor's own case for the bill, quoted from their memorandum. It is not Agora's description of what the bill does.
