The sponsor's argument
Why Andrew Gounardes says this is needed
In 2025, New York enacted the RAISE Act (Chapter 699 of 2025), requiring large frontier Al developers to maintain and follow safety frameworks designed to prevent their models from contributing to catastrophic outcomes, including cyberattacks on critical infrastructure and the development of weapons of mass destruction. The law represented a meaningful first step, but it left a significant gap: in leaving the design of these frameworks solely in large develop- ers' hands, neither DIGIT nor any other party could regulate the quality of these frameworks to ensure that they did indeed represent meaningful steps to prevent unreasonable levels of catastrophic risk as intended. This bill provides that DIGIT create these standards via regulation. DIGIT must consider industry best practices, international Al risk frameworks, and expert input from academia, the Empire Al Research Institute, the attorney general, and frontier model developers them- selves in promulgating these standards. DIGIT must also update the stan- dards to account for changes in scientific understanding of catastrophic risk, technical advancements in frontier model development, and other identified gaps as needed.
This is the sponsor's own case for the bill, quoted from their memorandum. It is not Agora's description of what the bill does.
