The sponsor's argument

Why Julia Salazar says this is needed

E-bikes and electric cars are part of the low carbon mobility future. Given that seventy-five percent of auto trips and fifty-five percent of transit trips in NYC are under five miles, this rebate would encourage more New Yorkers to purchase and utilize e-bikes for trips under five- miles removing congestion, and harmful emissions from our roads and air. This would also be a stimulus to new entrepreneurship as electric bicy- cles are an emerging industry in New York State. ENVIRONMENTAL JUSTICE IMPACT: This legislation would help to mitigate the impacts of climate change by reducing carbon emissions, overall traffic and congestion, and encourag- ing a shift to renewable modes of transportation.

This is the sponsor's own case for the bill, quoted from their memorandum. It is not Agora's description of what the bill does.
