The sponsor's argument
Why Patricia Fahy says this is needed
New Yorkers with disabilities continue to face significant barriers to employment, workforce participation, and economic independence. While New York State supports numerous employment and vocational rehabili- tation programs, additional dedicated and flexible funding streams are needed to expand access to integrated employment opportunities and employment supports. New York lags behind both the national average and all neighboring states in disability employment, at just 41%. At the same time, New Yorkers have consistently demonstrated strong demand for specialty and personalized license plate designs. In Colora- do, reissuances of specialty plate designs benefiting disability initi- atives have generated more than $21 million for disability-related programs and services, while the state's reissued "historical" plate series has proven especially popular among drivers seeking retro and collectible plate designs. This legislation leverages that demand to create a voluntary, innovative, and self-sustaining funding source for disability employment initiatives. The bill authorizes the Department of Motor Vehicles to issue retro and historical "Classic NY" license plates and to auction high-value plate configurations, with revenues directed to a newly created disability employment innovation fund administered through a coordinated interagen- cy process involving the Office for People With Developmental Disabili- ties, Adult Career and Continuing Education Services-Vocational Rehabil- itation (ACCES-VR), and the Office of Mental Health. This legislation leverages celebrated pieces of New York State's history and intellectual property to make a significant investment in economic inclusion and opportunity.
