The sponsor's argument

Why Patricia Canzoneri-Fitzpatrick says this is needed

Aileen Monahan worked in the New York State Teachers' Retirement System (NYSTRS) for 18.5 years, but took a secretarial position in the Employ- ees' Retirement System (ERS) where she worked for 2.3 years. Due to a miscommunication on the proper procedure on how to combine service cred- its, Ms. Monahan applied to combined service credits both too early, and later, too late. Now, Ms. Monahan has been informed that she would need to suspend her retirement benefits, and resume work for another two years to be eligible to combine service credits, or else continue receiving her pension with a penalty for not reaching 20 years of service, despite the more than 20 years combined in the NYSTRS and ERS systems. It is clear from Ms. Monahan's attempts to properly combine service credits that her intent was to do so for retirement, and this legislation would allow her to correct an administrative error.

This is the sponsor's own case for the bill, quoted from their memorandum. It is not Agora's description of what the bill does.
