The sponsor's argument
Why Leroy Comrie says this is needed
New York continues to face a severe housing affordability and homeless- ness crisis affecting families, seniors, individuals with disabilities, veterans, and working households across the State. Many households seek- ing rental assistance or supportive housing services encounter frag- mented systems, lengthy processing delays, inconsistent communication, and administrative barriers that can place vulnerable individuals at increased risk of eviction or homelessness. At the same time, landlords participating in housing assistance programs often experience delayed payments, lack of transparency regarding vouch- er processing, and difficulty resolving administrative issues, discour- aging participation in programs intended to expand housing access for low-income tenants. This bill seeks to modernize and streamline the delivery of housing stability services by establishing a coordinated statewide framework through the HOMES program. The legislation recognizes that preventing homelessness and preserving housing stability requires both accessible assistance programs and reliable administrative infrastructure. By expanding the role of trusted community-based organizations, the bill improves access to services for vulnerable populations that may face barriers navigating government systems independently. Establishing centralized digital portals for landlords and tenants will increase transparency, improve communication, reduce administrative inefficien- cies, and accelerate the processing of applications and payments. The bill further promotes housing stability by ensuring temporary eviction protections while applications are pending review and by inte- grating supportive services that address the underlying causes of hous- ing insecurity. These measures will help reduce shelter utilization, prevent avoidable displacement, and strengthen long-term housing outcomes for households across New York State. The HOMES stability and community access act represents a comprehensive effort to create a more responsive, accountable, and accessible housing assistance system that benefits tenants, landlords, service providers, and communities alike.
