The sponsor's argument

Why Siela Bynoe says this is needed

Current law generally requires these costs to be paid in the year incurred, which can create significant fiscal pressure on local budgets. This bill authorizes the Village to amortize such costs over time, allowing for more stable budget planning and better alignment between upfront expenditures and long-term savings derived from personnel cost reductions. Providing this financing flexibility will assist the Village in responsibly managing its fiscal affairs while pursuing cost-saving workforce strategies.

This is the sponsor's own case for the bill, quoted from their memorandum. It is not Agora's description of what the bill does.
