The sponsor's argument
Why John Liu says this is needed
ADS-B technology was developed to improve aviation safety, situational awareness, and air traffic management. The system broadcasts aircraft location and operational data to air traffic control and nearby aircraft in order to enhance efficiency and safety in the national airspace system. However, in recent years, publicly accessible ADS-B data has increasingly been used for commercial tracking, fee assessment, and other monetization practices unrelated to aviation safety. Aircraft owners and operators have raised concerns regarding the growing use of ADS-B data to track flight activity and impose costs or commer- cial burdens based on information that was originally intended for safe- ty and navigational purposes. These practices may discourage aviation activity, undermine operational privacy, and create uncertainty for small aircraft operators. This legislation establishes reasonable guardrails on the commercial exploitation of ADS-B data while preserving all legitimate governmental and safety-related uses of the technology. The bill explicitly protects the continued use of ADS-B information for air traffic control, emergen- cy response, accident investigations, law enforcement activities conducted pursuant to law, and compliance with federal aviation regu- lations. By limiting the monetization of ADS-B data for certain small aircraft operations, this legislation helps ensure that aviation safety technolo- gy is not repurposed in a manner that unfairly burdens aircraft owners and operators.
This is the sponsor's own case for the bill, quoted from their memorandum. It is not Agora's description of what the bill does.
