The sponsor's argument

Why Erik Bottcher says this is needed

New York State is facing a severe housing shortage that has driven up housing costs, constrained economic growth, and exacerbated regional inequities. Municipalities that embrace housing growth and transit-or- iented development often face increased demands on local infrastructure, particularly public schools. These fiscal pressures can discourage local governments from approving needed housing projects, even in areas well- served by public transit. This legislation creates a targeted incentive to encourage munici- palities to adopt smart-growth policies and increase housing production by providing enhanced state support for school construction projects. By linking additional building aid to measurable housing and zoning bench- marks, the bill promotes coordinated planning between housing growth and public infrastructure investment. The legislation also advances broader state goals related to sustaina- bility, transit accessibility, and affordability by encouraging higher- density development near transit corridors and reducing barriers to multifamily housing construction. Ensuring that schools can adequately serve growing communities is critical to the long-term success of New York's housing strategy.

This is the sponsor's own case for the bill, quoted from their memorandum. It is not Agora's description of what the bill does.
