The sponsor's argument

Why Brian Kavanagh says this is needed

Tenants applying for succession rights in Mitchell-Lama developments supervised by the New York State Department of Housing and Community Renewal (HCR) or the New York City Department of Housing Preservation and Development (HPD) are not entitled to an administrative hearing if their housing development denies their application. Instead, in the event of a denial, applicants are required to submit written information detailing their appeal to the supervising agency for review. However, the current process does not provide tenants with an opportunity to verbally present their case or directly answer questions about their application to HCR or HPD officials. With affordable housing in short supply in New York City and State, it is critical that applicants applying for succession rights are afforded due process when navigating bureaucracy. Allowing people or their repre- sentatives to take part in administrative hearings is also a matter of accessibility and equity. This legislation would ensure that every New Yorker applying for succession rights in Mitchell-Lama developments have an opportunity to defend their application or answer questions about their application at a hearing during the appeals process.

This is the sponsor's own case for the bill, quoted from their memorandum. It is not Agora's description of what the bill does.
