The sponsor's argument
The original bill (chapter 548 of 2004) was based on a tuition waiver program sponsored by John Jay College of Criminal Justice during the late 1970s through the 1980s. This bill provides a strong incentive for police officers to pursue higher education by authorizing a tuition wavier for one course for police officer students at CUNY.
This is the sponsor's own case for the bill, quoted from their memorandum. It is not Agora's description of what the bill does.
