The sponsor's argument

Why José M. Serrano says this is needed

The amended language of this bill extends the effectiveness of existing personal watercraft and specialty prop-craft safety provisions to ensure continuity of operator training and certification requirements. By extending the expiration date, the legislation allows additional time for the continued implementation and administration of boating safety requirements while maintaining regulatory flexibility to address course availability.

This is the sponsor's own case for the bill, quoted from their memorandum. It is not Agora's description of what the bill does.
