The sponsor's argument

Why Peter Oberacker says this is needed

The Avalon Lounge, located in the heart of the trendy, Village of Cats- kill, features a performance venue and lounge as well as a vast menu of Korean food. Currently, Avalon Lounge has a beer and wine license but is prohibited from offering a full bar to its patrons because the venue is located within 200 feet of a place of worship. The owners of Avalon Lounge are seeking this exemption to not only be able to meet their customers' expectations of such a venue but to also draw in additional business as more and more people flock to the Village.

This is the sponsor's own case for the bill, quoted from their memorandum. It is not Agora's description of what the bill does.
