The sponsor's argument

Why James Skoufis says this is needed

The law which allowed for recreational spearfishing in New York's marine and coastal waters sunsets on June 1, 2026. This legislation is neces- sary to extend the effectiveness of that law to June 1, 2029.

This is the sponsor's own case for the bill, quoted from their memorandum. It is not Agora's description of what the bill does.
