The sponsor's argument

Why Dean Murray says this is needed

Section 2102-a of the Education Law requires newly-elected school board members to complete a six hour of school district financial training course approved by the Comptroller. Experience has shown that this one- time requirement, however, is not enough. The Comptroller's annual report continually identifies financially-stressed school districts due to ill-informed or irresponsible fiscal decisions. Clearly, sound prin- cipals of financial management must be repeatedly learned on a regular basis in order to emphasize fiscal responsibility. This is no different that the annual ethics or harassment training required for other public officers.

This is the sponsor's own case for the bill, quoted from their memorandum. It is not Agora's description of what the bill does.
