The sponsor's argument

Why Patricia Fahy says this is needed

This legislation extends the authorization to allow for hunting big game in Albany County with rifles in all areas of the county except Wildlife Management Unit 4J, which is archery-only and encompasses the City of Albany and adjacent populated and suburban areas.

This is the sponsor's own case for the bill, quoted from their memorandum. It is not Agora's description of what the bill does.
