The sponsor's argument

Why Erik Bottcher says this is needed

This legislation would extend for two years a long-standing reduction in water charges offered to hospitals and other charitable organizations in New York City. The continuation of the exemptions would help to ease some of the financial burdens on these important institutions.

This is the sponsor's own case for the bill, quoted from their memorandum. It is not Agora's description of what the bill does.
