The sponsor's argument

Why Dan Stec says this is needed

For about 40 years, the owners of Great Adirondack Steak and Seafood enjoyed an on-premises liquor license at the restaurant, which is located next door to St. Eustace Episcopal Church. However, when the property was sold in 2025, the license did not trans- fer to the new ownership group. After consultation with SLA, the new owners have asked for this legislation so the business can remain fully operational.

This is the sponsor's own case for the bill, quoted from their memorandum. It is not Agora's description of what the bill does.
