The sponsor's argument

Why Dan Stec says this is needed

This legislation follows reports of school districts placing students in enclosed "timeout boxes" as punishment. This form of punishment is cruel and psychologically damaging to students, and in violation of state regulations. This bill would place into law prohibitions, which are long overdue.

This is the sponsor's own case for the bill, quoted from their memorandum. It is not Agora's description of what the bill does.
