The sponsor's argument

Why Jessica Ramos says this is needed

Chapter 831 of the Laws of 1981, which has been extended every two years since, ensures that claimants are properly represented and not charged unfair fees. Extending these provisions regarding the registration proc- ess allows claimants access to qualified agents.

This is the sponsor's own case for the bill, quoted from their memorandum. It is not Agora's description of what the bill does.
