The sponsor's argument

Why Jamaal Bailey says this is needed

Product recall notifications are essential alerts that are issued to warn consumers that a product is defective, unsafe or violates regu- lations. These notifications are essential in protecting public health and preventing injuries and even fatalities. This legislation seeks to enact a new Article 28-EE "RECALL NOTIFICA- TION" to further improve the notification process here in New York to ensure that consumers are protected.

This is the sponsor's own case for the bill, quoted from their memorandum. It is not Agora's description of what the bill does.
