The sponsor's argument

Why William Weber says this is needed

Fire protection plays a critically necessary role in public safety. Many fire departments staff volunteers who willingly contribute their time and effort to protect their communities. Many fire departments would like to provide their volunteers with some form of compensation to show their appreciation for their work and dedication. This bill would allow fire departments to provide volunteers with nominal compensation that is consistent with federal regulations under the Fair Labor Stand- ards Act

This is the sponsor's own case for the bill, quoted from their memorandum. It is not Agora's description of what the bill does.
