The sponsor's argument
Why Cordell Cleare says this is needed
This proposal extends the ability of a project at 1800 Park Avenue in Harlem to claim their brownfield tax credits. Their current authori- zation to claim these credits is coming to a close but the project remains unfinished and extending the credits would help finance the termination of the project.
This is the sponsor's own case for the bill, quoted from their memorandum. It is not Agora's description of what the bill does.
