The sponsor's argument

Why Anthony H. Palumbo says this is needed

This legislation seeks to change Cansu Zaim's retirement tier. Through no fault of her own, she was not enrolled in a state retirement system during her employment with the New York State Legislature beginning in 2012. Cansu was later employed by the New York State Police and is currently enrolled in the New York state and local police and fire retirement system. Under these circumstances and considering low recruitment, granting Cansu Zaim Tier V status is the right thing to do.

This is the sponsor's own case for the bill, quoted from their memorandum. It is not Agora's description of what the bill does.
