Purpose, from the sponsor's memo

The department shall, in cooperation with the secretary of state and any other state or local agencies the commissioner shall deem necessary, develop a scannable code to be displayed on work zone signs notifying of truss type construction in compliance with section three hundred eight- y-two of the executive law. Such code shall when scanned with a smart- phone, tablet, or other similar device, open an internet link on such device that (i) determines the user's location; and (ii) displays the contents of such sign in the most commonly spoken language other than English and Spanish within a 10 mile radius of such user. Beginning one year from the effective date of this subdivision, all work zone signs used in an area where there is residential housing and/or reasonable expectation of pedestrians shall be printed in English and in Spanish and shall contain the scannable code developed pursuant to paragraph (a) of this subdivision. For the purposes of this subdivision, "user" shall mean the operator of a smartphone, tablet, or other similar device. Beginning one year from the effective date of the act that amends this subdivision, such signs shall be printed in English and Spanish, and shall contain the scannable code created pursuant to subdivision two of section twenty-two of the transportation law.

The sponsor's argument

Why Jessica Ramos says this is needed

Daily, our community members in the city are walking near dangerous work zones and construction sites, but the information on how to navigate them is only given to a portion of the population. This furthers the disproportionate access to information that many of our non-English- speaking neighbors face every day. It is yet another display of racial inequality and a barrier to access. This bill will address and remedy that barrier near and around work zones in residential neighborhoods. This in turn will contribute to better methods of public safety and prioritize the safety of our community.

This is the sponsor's own case for the bill, quoted from their memorandum. It is not Agora's description of what the bill does.
