The sponsor's argument

Why Roxanne J. Persaud says this is needed

As the grid modernizes to handle unprecedented electrical demand and the interconnection of intermittent renewable sources of generation, energy storage technology is becoming an increasingly important resource to keeping the lights on. While these projects are already proliferating throughout the state, the permitting is handled primarily at the local level. This has resulted in multiple instances of a project being approved by a local body before the local state representatives were aware of the project. Given the central role energy storage will play in meeting statewide energy goals, state representatives should be informed of any developments within their district. This legislation would require any commercial energy storage developer to notify the members of the state legislature whose district their project would be located in upon submittal of a permit application.

This is the sponsor's own case for the bill, quoted from their memorandum. It is not Agora's description of what the bill does.
