The sponsor's argument

Why Monica Martinez says this is needed

Cashless tolling is essential for transportation infrastructure upkeep and traffic flow, but it has also exposed motorists to an unfair enforcement system which can impose substantial fees and penalties for relatively minor violations. Drivers currently may incur violations because of E-ZPass malfunctions, outdated billing information, mail delivery issues, or confusion regard- ing payment procedures. These incidents trigger excessive fees, which results in occasional users and working families paying far beyond the amount of the original toll owed. To increase transparency and accountability this bill requires annual reporting from all toll collecting public authorities. These reports will provide the Legislature and the public with data necessary to assess whether toll enforcement practices are equitable, efficient, and cost justified. Additionally, because many drivers regularly travel across the New York- New Jersey border and encounter toll systems operated by the Port Authority, meaningful reform requires regional coordination. This bill creates a bi-state task force to help the Port Authority identify oppor- tunities to reduce administrative costs, improve system efficiency, consider amnesty options, and ensure that the burden of toll enforcement falls on true repeat offenders rather than ordinary motorists. Similar legislation is pending in New Jersey to create the task force.

This is the sponsor's own case for the bill, quoted from their memorandum. It is not Agora's description of what the bill does.
