The sponsor's argument

Why Leroy Comrie says this is needed

By law, bicycles with electric assist on the roadway are vehicles with the same rights and responsibilities as motorized vehicles. Commercial electric assist Bicycles are frequently used for commuting in parts of the city of New York, to go to work and to make deliveries. While this can be an efficient means of cutting down on traffic many Commercial electric assist bicyclists do not abide by the basic traffic laws, such as obeying traffic signals, and one-way signs, riding with traffic and avoiding riding on sidewalks. This bill will hold the Businesses responsible for the bicycle with electric assist operators violating the provisions of this law.

This is the sponsor's own case for the bill, quoted from their memorandum. It is not Agora's description of what the bill does.
