The sponsor's argument
Why Leroy Comrie says this is needed
This legislation provides equitable retirement relief has continued public service within the Unified Court retirement from NYSLERS. The bill recognizes additional service time and allows his retirement status for continued service may be properly credited toward Denis Butler. The legislation restores Mr. Butler to active membership in NYSLERS and ensures that his retirement record accurately reflects his continued public service. In doing so, the bill promotes fairness while maintain- ing the fiscal integrity of the retirement system by requiring repay- ment, with interest, of any retirement benefits received during the period in question. The measure is narrowly tailored to address the unique circumstances of a single public employee and requires the Unified Court System to bear the associated actuarial costs- that Mr. Butler will pay following the reallocation of his benefits.
This is the sponsor's own case for the bill, quoted from their memorandum. It is not Agora's description of what the bill does.
