The sponsor's argument

Why Anthony H. Palumbo says this is needed

The town of Southold is one of the many communities across New York that are experiencing an explosion in deer population. This has led to a startling rise in deer-vehicle accidents, tickborne illness and ecologi- cal devastation. Deer evolved under high predatory pressure, experienc- ing as high as a 40% mortality rate in the wild. The current lack of natural predators has led to a deer population which is unmanageable with the tools currently at our disposal, Overpopulation of deer threat- ens forest regeneration, crowds out other herbivores and destroys prop- erty. Permission to use certain activities for deer culling provides a safe, humane and effective means to minimize risks to human health and safety posed by deer. These practices would mitigate deer related vehicle acci- dents and reduce deer populations in localized areas. This bill extends the provisions of this program which established clear standards for deer management to ensure safe and effective practices that are consid- erate of the environment, human health, ecological health and property.

This is the sponsor's own case for the bill, quoted from their memorandum. It is not Agora's description of what the bill does.
