The sponsor's argument

Why Sam Sutton says this is needed

In order to receive financing through the Dormitory Authority, Yeshiva Ohr Yoseph must be included in § 1676 and § 1680 of the public authori- ties law as an organization eligible for such consideration. The enact- ment of this bill into law would not mean that the Authority will under- take financing on behalf of this institution, but will permit the institution to make application for such funding. Any such determination will be made by the Authority's board in accordance with the Authority's financing guidelines and procedures.

This is the sponsor's own case for the bill, quoted from their memorandum. It is not Agora's description of what the bill does.
