The sponsor's argument

Why Andrea Stewart-Cousins says this is needed

This bill is necessary to extend various laws that are set to expire in 2026 and make technical corrections to laws enacted in the State Fiscal Year (SFY) 2026-2027 budget. It would also authorize the temporary transfer of racing support payments from a gaming facility located with- in New York City.

This is the sponsor's own case for the bill, quoted from their memorandum. It is not Agora's description of what the bill does.
